New EU sanctions package against Russia: Targeting the "shadow fleet

The European Commission has proposed a 20th package of sanctions against Russia, primarily targeting the energy sector and the so-called shadow fleet. For the first time, the EU plans to activate anti-circumvention tools to prevent the re-export of technology such as computers and digital machinery through third countries. The measures also extend to the financial sector, targeting 20 additional regional banks and tightening regulations on cryptocurrency transactions. Commission President Ursula von der Leyen noted that Russia's oil and gas revenues fell by 24% in 2025, suggesting that the sanctions are effectively weakening the Kremlin's war chest. Alongside these restrictions, the EU remains committed to Ukraine, approving a substantial 90 billion euro loan to support its economy and infrastructure. High Representative Kaja Kallas reinforced that the EU aims to make the cost of continuing the war painfully high for Moscow.
