European Union conducts simulation exercise for Article 42.7 mutual defense clause

The European Union has initiated a series of simulation exercises in Brussels to evaluate the practical application of Article 42.7 of the Treaty on European Union, which mandates mutual assistance in the event of an armed attack. This initiative follows persistent requests from Cyprus and Greece, triggered by incidents such as drones falling near British bases in Akrotiri. The simulation, conducted at the level of ambassadors within the Political and Security Committee, aims to identify operational gaps in communication, response times, and available resources. European Commission President Ursula von der Leyen emphasized that mutual assistance is a legal obligation, making the focus on establishing specific procedures and capabilities. Officials clarified that Article 42.7 is not a replacement for NATO but a framework for bilateral negotiations, as seen during its only previous activation by France in 2015 following the Paris terrorist attacks. Future sessions will involve High Representative Kaja Kallas and Defense Commissioner Andrius Kubilius to draft a report with recommendations for the Foreign Affairs Council. While initial resistance existed among some member states, the sessions are now proceeding to create a clear roadmap for future crisis responses.
