Cargo ship Panormitis barred from docking in Israel amid Ukraine grain dispute

On April 30, 2026, the merchant ship Panormitis, accused by Ukraine of carrying grain stolen from Russian-occupied territories, was ordered to move away from an Israeli port. The vessel had been positioned near Haifa, the intended destination, when the Israeli Grain Association intervened. Earlier, the Ukrainian Prosecutor General Ruslan Kravchenko officially requested that Israeli authorities seize the vessel, inspect the cargo, and question the crew. While Israel initially claimed that Ukraine had failed to provide evidence for its accusations, Foreign Minister Gideon Saar later confirmed the request was under review. Ukraine has repeatedly accused Russia of illegally exporting over two million tons of agricultural products from occupied regions since the 2022 invasion. President Volodymyr Zelensky warned that such trade is illegal and threatened to coordinate sanctions with European partners against those involved. Ukrainian Foreign Minister Andriy Sybiha stated that the arrival of such shipments risks damaging diplomatic relations and summoned the Israeli ambassador to receive a protest note.
