EU plans simulation exercise for mutual assistance clause activation

In May, the European Commission, EU member states, and embassies will conduct a three-phase simulation exercise in Brussels. The initiative follows a political mandate issued during the informal European Council meeting held in Cyprus on April 23-24. The exercise focuses on testing operational procedures for Article 42.7 of the Treaty on European Union, which mandates mutual assistance in the event of an armed attack. This clause was previously invoked only once by France in 2015 following terrorist attacks. Despite subsequent legal assessments in 2016, no formal operational coordination mechanism has been fully institutionalized to date. Diplomatic sources report that Cyprus pushed for this development, emphasizing that the clause represents a legal obligation rather than a voluntary political choice. The exercise aims to identify gaps in response capabilities and record member state resources in real-time. This effort addresses long-standing concerns regarding the practical implementation of the mutual defense provision.
