Bids submitted for the Paphos–Polis Chrysochous highway project

The Cypriot Ministry of Transport has received two bids for the construction of the 15.5-kilometre highway section between Ayia Marinouda and Stroumbi. Cyfield submitted the lowest bid at €124,850,000, while a joint venture of Araco and Geostroy bid €128,935,480. Both offers exceed the original government estimate of €90.2 million. The project includes five bridges, two tunnels, four overpasses, and twelve underpasses, with a design intended for an initial two lanes and future expansion to four. The tender process, which began on August 8, 2025, faced significant delays due to a legal challenge by the contractor AKTOR, which was rejected by the Tenders Review Authority in November 2025. Following several extensions to allow for market competition, the deadline was finalized for April 17, 2026. The Public Works Department will now conduct a detailed evaluation of the proposals to ensure compliance with tender requirements. Potential risks to the project include fluctuating international oil prices and the possibility of further legal challenges.
