Trial of DeCarlos Brown Jr. suspended due to mental health assessment
DeCarlos Brown Jr., a 35-year-old homeless man, has been found mentally unfit to stand trial for the murder of 23-year-old Ukrainian refugee Iryna Zarutska. The incident took place on a train in Charlotte, North Carolina, in August 2025 and was captured on surveillance footage released by the Charlotte Area Transit System. According to a court-ordered psychiatric report, the defendant is currently unable to understand or participate in legal proceedings. As a result, the case is suspended until a judge determines that his mental state has improved through a restoration process. Brown faces state charges of first-degree murder and federal charges of homicide on public transportation. Prosecutors have indicated they may seek the death penalty if he is found guilty. The defendant remains in federal custody while undergoing evaluations to determine if he can be treated to stand trial in the future.
