Ombudsman reports on institutionalization of people with disabilities in nursing homes

The Commissioner for Administration and Human Rights in Cyprus, Maria Stylianou-Lottidi, has issued a report criticizing the placement of people with intellectual disabilities and mental disorders in nursing homes. Following unannounced inspections conducted by her office in Limassol in September 2025 and Paphos in October 2025, the Commissioner identified these structures as unsuitable. She recommends that authorities, in cooperation with the Cyprus Confederation of Organizations of the Disabled (KYSOA), locate all such individuals currently residing in nursing facilities. A formal plan must be developed to transition these persons into settings that support independent living. Additionally, the report calls for the mandatory implementation of personalized care plans for all nursing home residents. These plans should include cognitive stimulation and psychological support to maintain mental health. The investigation also addressed specific allegations regarding the treatment of residents brought to the attention of the Commissioner's office.
