Self-employed individuals included in the Cyprus Human Resource Development Authority schemes
Starting April 6, 2026, self-employed individuals in Cyprus will be included in the activities of the Human Resource Development Authority (HRDA). This change, announced by the Ministry of Labor and Social Insurance, grants self-employed professionals access to subsidized training programs similar to those available to employees. The policy is based on the HRDA Development (Amendment) Law of 2026 and related regulations concerning fees for employers and the self-employed. Participation is mandatory and universal across all self-employed professional categories. Beneficiaries are required to pay a 0.5% levy on their insurable earnings, matching the rate currently paid by employees. The Social Insurance Services will collect this levy on behalf of the HRDA. This initiative aims to support lifelong learning and improve the competitiveness of the Cypriot economy.
