Parliament passes legislation for citizens' legislative initiative

The Parliament of Cyprus has passed a legislative proposal and a bill introducing the institution of citizens' legislative initiative and the right to submit proposals to the executive branch. Submitted by DIKO MP Christiana Erotokritou on behalf of her parliamentary group, the legislative proposal received 36 votes in favor and one against, while the government bill passed with 35 votes in favor. Under the new framework, citizens can submit proposals of common interest, provided they collect at least 5,000 signatures. Once validated by the Citizens' Initiative Examination Committee, these proposals will request legislative action, though the Parliament is not legally bound to adopt them. The executive branch bill establishes a committee led by the Secretary of the Council of Ministers or an appointee, along with a representative from the Law Office of the Republic. This mechanism allows citizens to formalize their input on public affairs, though implementation remains at the discretion of the authorities.
