Cyprus parliament approves citizens' legislative initiative framework
The Cyprus House of Representatives has passed a law introducing the institution of popular legislative initiative, alongside a bill allowing citizens to submit proposals to the executive branch. Initiated by DIKO MP Christiana Erotokritou, the legislation requires a minimum of 5,000 signatures for a proposal to be considered for formal parliamentary discussion. While the parliament is required to process these submissions, it is not legally bound to adopt them. The bill also establishes a Citizens' Initiative Examination Committee, chaired by the Secretary of the Council of Ministers, to vet proposals before public consideration. During the debate, the proposal passed with 36 votes in favor and one against, while the related bill received 35 affirmative votes. A minor parliamentary disagreement occurred between Erotokritou and MP Irene Charalambidou, with the latter questioning the necessity of the formal process given the small size of the Cypriot population. Erotokritou noted that similar proposals were previously supported by Charalambidou's party, ALMA.
