Cyprus House of Representatives approves new parliamentary procedures
The Cyprus House of Representatives has approved amendments to its Rules of Procedure with 39 votes in favor, 8 against, and 4 abstentions. A key change introduces a two-round system for electing the House Speaker, replacing the previous method used since 1985. In the first round, an absolute majority of 29 votes is required, while the second round between the top two candidates is decided by a simple majority. If a tie persists, a public draw will determine the winner, and only affirmative votes will be counted. New transparency measures allow for the live broadcasting of committee sessions under specific conditions, such as the discussion of bills in principle. Additionally, the rules mandate the publication of unanswered parliamentary questions and provide for the advance designation of a substitute Speaker. While supporters view the reforms as a move toward greater accountability and efficiency, some MPs, including Kostis Efstathiou, opposed the changes due to concerns regarding timing before upcoming elections and potential impacts on the presidential system. The new regulations will first be applied in June following the legislative elections.
