Audit Office reports significant delays and environmental risks in quarry management
The Audit Office of Cyprus released Special Report EE-EY 11/2026, evaluating the implementation of recommendations from a 2019 audit regarding the Mines and Quarries Service. The report highlights that after six years, several deficiencies persist, particularly in licensing procedures where only 14 of 29 applications filed between 2020 and 2023 were processed. Environmental concerns are centered on the proposed quarry zone in Androlikou, which reportedly threatens local groundwater enrichment and the habitat of protected Egyptian fruit bats. Auditors also noted administrative failures, including uncollected quarry fees and a lack of a comprehensive strategic framework for sustainable development. While the Mines and Quarries Service stated it has initiated compliance measures and is updating its 2021-2050 strategy, the Audit Office documented claims of artificial supply shortages. Specifically, companies holding significant reserves were found to have low production rates despite market demand for materials for infrastructure projects in Paphos. The report underscores the need for improved transparency and stricter environmental oversight to comply with national and European regulations.
