The program is specifically limited to micro, small, and medium-sized enterprises, while large enterprises are excluded. This measure aims to address outbreaks of specific diseases covered by the Emergency Action Plan, including foot-and-mouth disease, rinderpest, Rift Valley fever, lumpy skin disease, contagious bovine pleuropneumonia, sheep and goat pox, peste des petits ruminants, contagious caprine pleuropneumonia, African horse sickness, and Burkholderia infections.
