Eurostat reports on 2025 digital governance adoption across EU member states
According to 2025 Eurostat data, 70.66 percent of residents in Cyprus aged 16 to 74 utilized online public services, nearing the European Union average of 71.9 percent. Greece recorded a usage rate of 71.99 percent, while Malta reported 73.69 percent. The EU average has grown by 1.9 percentage points since 2024 and 4.3 percentage points since 2022. Denmark currently leads the bloc with a 98 percent usage rate, followed by the Netherlands, Finland, and Sweden. Conversely, Romania reported the lowest engagement at 24.1 percent, with Bulgaria at 36 percent and Italy at 57.7 percent. Common digital activities included obtaining information on services, accessing personal data, and filing tax returns. Additional functions utilized by citizens included booking appointments, downloading official forms, receiving government communications, and requesting certificates or benefits. The overall trend across the European Union reflects steady growth in the integration of digital governance tools.
