Cyprus to launch permanent public warning system in June following failed SMS tests

The Cypriot Interior Ministry is developing a permanent Public Warning System (PWS) scheduled to be fully operational by June. This system will broadcast mass emergency alerts for fires, earthquakes, terrorist attacks, and military hostilities directly to mobile phones without requiring apps or internet access. Implementation efforts were accelerated following criticism regarding the lack of such infrastructure during the July 2025 wildfires in Limassol, which resulted in two fatalities and extensive damage. A preliminary SMS alert test conducted in early 2026 revealed significant technical failures, including delayed or missing messages and language inconsistencies for non-Greek speakers. While the ministry initially claimed the tests were successful, widespread public criticism and reports of system failures prompted a second round of testing conducted district by district to improve reliability. Authorities have confirmed that current technical issues involve mobile network antennas and discrepancies between telecoms providers. The future system will be managed by Civil Defence, with specific authorities like the Police and Fire Service responsible for triggering alerts relevant to their jurisdiction.
