UN envoy Holguin outlines path for Cyprus negotiations amid domestic challenges

UN Personal Envoy Maria Angela Holguin Cuellar has proposed a new model of interaction for the Greek Cypriot and Turkish Cypriot leaders, suggesting direct communication without UN mediation. Following a meeting on January 17, 2026, between President Nikos Christodoulides and Tufan Erhurman, Holguin noted the beginning of personal trust despite no concrete results yet. She highlighted that trust-building measures agreed upon in March 2025 in Geneva have shown minimal progress. The envoy emphasized that formal negotiations could potentially restart as early as July 2026. However, several domestic factors currently limit immediate progress, including the Republic of Cyprus's presidency of the EU Council and parliamentary elections scheduled for May 2026. In the north, the new leadership is still consolidating its vision and team. Holguin stated she would return to the island in a few months once a specific step for progress is identified. The objective remains to avoid further disappointments after decades of failed reconciliation attempts.
