Administrative court rejects appeals by eight communities against asphalt plant relocation to Mitsero
On February 5, 2026, the Administrative Court of Cyprus dismissed an appeal by eight communities seeking to cancel the planning permit for an asphalt plant's relocation. The plant is scheduled to move from the residential area of Dali to a site near the community of Mitsero. The appealing communities included Mitsero, Agrokipia, Agios Ioannis Nicosia, Kato Moni, Aredio, Meniko, Malounda, and Orounta. This decision follows a January 2025 Court of Appeal ruling that overturned a previous lower court judgment which had initially blocked the project due to an alleged lack of consultation. The Administrative Court has now found the government's decision to be legal, correct, and free of factual or legal errors. Furthermore, the court rejected claims regarding unconstitutionality and violations of the European Convention on Human Rights. Prosecutor Elena handled the case on behalf of the Attorney General. While the ruling opens the way for the relocation to proceed, the involved communities retain the right to file a new appeal.
