Cyprus introduces gender-responsive budgeting across public sector
Gender Equality Commissioner Josie Christodoulou announced on February 11, 2026, that Cyprus is preparing to implement gender-responsive budgeting across the entire public sector. The Cabinet of Ministers has already approved and submitted the Gender Mainstreaming Bill of 2025 to Parliament. This proposed legislation establishes a legal obligation to integrate gender perspectives into the preparation of policies, legislative initiatives, and the state budget. Additionally, the mandate extends to the public procurement process. The initiative is supported by policy reforms and specialized training for government officials. Key implementation tools include the collection of gender-disaggregated data and gender impact assessments. These measures are currently being piloted through the National Strategy for Gender Mainstreaming. The reform aims to create systems that reflect the needs of all citizens and empower equal participation in society.
