European Parliament approves 90 billion euro loan for Ukraine for 2026-2027

Under the framework of three new legislative acts, the European Union will provide a 90 billion euro loan to Ukraine covering the period between 2026 and 2027. The financial package is divided into 30 billion euros for macro-financial assistance and budget support and 60 billion euros for defense capabilities. Defense funding will prioritize equipment from Ukraine, the EU, and European Economic Area countries, with exceptions permitted for urgent procurement elsewhere. All disbursements will be based on a strategic plan drafted by Ukrainian authorities and evaluated by the European Commission. The loan is contingent upon Ukraine's continued commitment to democratic governance, the rule of law, and the protection of human rights. Furthermore, Kyiv must persist in its anti-corruption efforts and institutional reforms to remain eligible for the funds. Financing for the loan will be secured through joint EU borrowing on capital markets, guaranteed by the Union's multi-annual budget. This decision follows an emergency procedure to ensure the rapid availability of funds as the conflict enters its fifth year.
